Pada hari senin 18 Mei 2020 dilaksanakan upaca pelantikan rektor perguruan tinggi negeri di lingkungan kementerian pendidikan dan kebudayaan. Upaca pelantikan ini disiarkan secara langsung melalui teleconfrensi dan kanal youtube Kementerian Pendidikan dan Kebudayaan dengan menggunakan background virtual berupa ruangan pelantikan. Acara pelantikan ini merupakan yang ketiga kalinya secara online selama masa Pandemi Covid-19. Prosedur pelantikan ini sudah sesuai dengan Surat Edara Badan Kepegawaian Negara (BKN) nomor 10 tahun 2020 tentang Pelantikan dan Pengambilan sumpah atau janji PNS atau janji jabatan melalui media elektronik atau teleconfrens pada masa status darurat wabah virus Corona.

Pelantikan ini dilakukan oleh sekretaris jendral Kementerian Pendidikan dan Kebudayaan Prof. Dr. ‘Ainun Naim, PhD. Sebanyak tiga rektor perguruan tinggi yang dilantik salah satunya adalah rektor Universitas Maritim Raja Ali Haji (UMRAH) Dr. Agung Dhamar Syakti, DEA periode 2020-2024 yang menggantikan Prof. Dr. Syafsir Akhlus, M.Sc (2014-2020). Acara diawali dengan pembacaan Surat Keputusan Menteri Pendidikan dan Kebudayaan Republik Indonesia hingga penandatanganan serah terima jabatan rektor. Dr. Agung Dhamar Syakti, DEA merupakan salah satu dosen di Jurusan Ilmu Kelautan Fakultas Ilmu Kelautan dan Perikanan UMRAH dengan bidang ilmu Pencemaran Laut. Penelitian beliau yang mendunia saat ini adalah tentang mikroplastik yang ada diperairan laut. Kami berharap dengan dilantiknya bapak Agung sebagai rektor UMRAH, dapat menjadikan UMRAH lebih baik hingga dapat menjadi kebanggaan Indonesia pada umumnya dan khususnya bagi masyarakat Kepulauan Riau, “ujar salah satu dosen Jurusan IKL”.
